I am guessing this thing is a troll but it is pretty amusing. It looks like someone decided to try and get SkyRim from Blizzard Entertainment banned by the President. The best part are the signatures. Among them Alduin, Azura the Daedra, Nord K, Sithis, Dovh K, and Dragonsagainstdragonborn. It has to be a troll, right? Link is below.
