In the start screen on the right side, seems to be. On the desktop, no. You can make the taskbar whatever color you would like, of course.

I seriously can’t wait for Windows 8, and the accompanying medley of Windows 8 tablets and devices to launch! I just hope my programs won’t have compatibility issues like they have had with the dev preview.
