Logged in but still see "Join the Verge" and TOS at bottom of page

While logged in to The Verge, sometimes when I scroll to the bottom of an article or forum post I will be greeted with "You must be a member of The Verge to participate. Would you like to join?" followed by the TOS and a button to join The Verge.

Anyone else ever see this bug?
