On the iPad Mini:

$259 US, €269 EU on average.

8 GB storage

7.85" 1024*768 IPS screen

Obviously Lightning connector and a 3.5mm jack, no other connectors.

No specific adjustments to iOS, although they (I'm guessing Scott Forstall) will explain how touch targets are equally sized on iPhone and iPad Mini.

Same case material as the new iPod Touch, though obviously no Loop.

Battery life just lower than the Retina-iPad in every case.

On the Mac Mini:
