Did Microsoft purposely keep stock low?

OR are people really that interested in buying a Surface.
The 32GB Surface without a cover seems to be the most popular of all the devices because it's priced the lowest. Or people don't like being force fed a black cover. As far as I know Canada and the UK are both out of stock for this option and really am wondering how many Surface(s) they really have in stock.
Is Microsoft playing safe (1000-10000) devices or is it significantly more than that. Thoughts?
