With Microsoft secrecy and rumours around Windows Surface pricing, WP8 hidden features, Surface Phone etc. are we witnessing an internal culture shift within Microsoft?

Microsoft are now limiting physical access to places where xbox 720 development is taking place within the organisation. It sounds awfully like the approach taken with the Surface where the Surface team practically had their own secret bunker to develop the product in isolation without telling their colleagues and reporting directly to Ballmer.
