WP8 Early Adoption for Enthusiasts?

Back in the last introduction of Windows Phone 8 (June 20) they announced that there would be a program for "registered enthusiasts" to get the updates early before the general public. Here is a link with more info (see the bottom right above "What's Next):

Does anyone know anything else about this? How do you become a "registered enthusiast"? I thought they would have talked a little bit about it today...
