Do the "text" reviewers also determine the number scores?

I'm just wondering for The Verge's reviews, do the people who write up the verbose review also determine the final scores at the end of the review, or is a different person (or set of people)?

The reason I ask is because in the closing statements for the WP8 review, the reviewer said this

Between Office and Xbox alone, Redmond is presenting one of the most compelling ecosystem stories in the business right now...

But when you scroll down just a bit more, the final score for ecosystem is a 5. The text of the review and the final score just seem totally disjointed. "one of the most compelling ecosystem stories in the business" = 5?

There are other disconnects too, though not as glaringly obvious. Quotes from article:

...never a hint of lag...

...high-level performance...

Performance score: 8. Eight isn't horrible, but I didn't see what the reason for deducting 2 points is.
