Multi-tasking & Notifications?

So everything shown so far is awesome, but my biggest gripe while using WP7.5 was the lack of a unified notification center and the god awful multitasking. None of the reviews i've watched at mentioned either, do apps still reload when opened and closed? Do you still swipe past apps in the multitasking view because of awkward momentum?

I feels like Microsoft added some nice small features, but the bullet point features that really improve usability hasn't improved at all.. it still navigates like 7.5, same notifications so how will this be any different?
