What is the process for signing up for the $30 t-mobile plan with a Nexus for or used Gnex?

Sorry for such a seemingly stupid question, but I can't figure it out. T-mobile's website is confusing as all hell. The $30 plan seems to require a phone purchased directly from t-mobile. And the unlocked phone plans listed on the site don't include the $30 plan.
