The Nexus 4 should have had a higher score for reception
I know that The Verge is an American website, but not all of your readers are American.
The Galaxy Nexus only supported HSPA+ 21, but the Nexus 4 supports DC-HSDPA (also known as HSPA+ 42). This relatively new standard supports up to 42Mbps downloadspeeds and is already in the process of being rolled out in many European countries.
It will take some time before LTE is available properly in Europe, so for 'us' having a phone that does HSPA+ 42 / DC-HSDPA is actually a much better option.
It would be great if it could be taken into considerations that there are also many people from Europe that read The Verge.
