Multi-monitor use of Windows 8

So I recently got my HP laptop up to speed with graphics drivers that don't make it bluescreen (don't ask, huge headache finally resolved when nVidia updated their beta drivers to actual final status just a few days ago), and now I'm having trouble understanding what dictates behavior on an extended screen setup.

When clicking the wireless networking icon in the task bar on desktop mode, why does the swoop-in of wireless networks happen on the other screen? Is there any way to disable that? Also, is there a way to disable the secondary start bar, as it does nothing for usability and sometimes blocks media content when I'm working on my primary monitor.
