Windows Phone 8 problem.

Hi, i just got a 8X and when i try to download apps it tells me to ask my parents to go to windowsphoe.com and set up "My family".

I go to the website and every time no matter how i try and access it, i get a server error trying to load "my family".

Now ive had a windows phone (mozart 7.5) before and set it up fine, the only difference is ive changed email adress from an old hotmail to a new outlook account. is there anything there that might trigger this?
