Windows 8 Inertial Scrolling - your experience?

Has anybody else who knows how Windows 8 should "feel" when scrolling (regarding the fluidity) noticed their new laptops/tablets not behaving properly?
Specifically I'm talking about the Vaio Duo 11 which I've bought a couple of weeks ago. I've spent the last 14 months using the Samsung Developer Slate (prototype from BUILD) and it really was "fast and fluid". Likewise I got a Surface RT in November and it behaves exactly the same way...very fluid.
The Sony on the other hand seems to be much less fluid when scrolling (start screen / internet explorer) and I'm just wondering if any other devices (sony or otherwise) are shipping like that....really want to try and understand the root cause. I've tried reinstalling Windows 8 clean but it didn't help.
