Painting a Phone Bright Orange

I live in Canada, the land of black phones only. I was intending to buy a cyan Lumia 920, but that is incredibly unavailable here, the only color we can buy is black, and even then it's carrier locked. So I've been thinking...

Can I paint or color the outside of the phone in some way? I do not want to use a case, as that pretty much removes all of the incentive for getting a nice, beautiful phone. I was thinking to use a high quality model paint, while trying to do the best job I could of taping off the important parts. If I could remove the case that would probably make things easier, but information on the new Lumias is pretty scarce. I've heard of vinyl/plastic dye, which might do a better job since it wouldn't scratch off, but I'm not sure it can cover black. Has anyone done anything along these lines? If I am going to recolor my own phone and I have a full rainbow available, I'd like to go with something close to the 'safety orange' nearly fluorescent color you see in line paint, hunting gear, and work clothes.
