I think Windows Phone 8 is the best implementation of "Metro"
Even with its OS quirks, WP8 handling of media, of contacts, of mail, and of tiles is better than the desktop/tablet implementations of W8. Things like the swiping left to that app-list which can then be alphabetized by hitting the letter, or having the search icon natively in the store so you don't have to use charms to search, are little touches that show the Phone teams is ahead of the desktop and tablet teams.
