Why is the multi-tasking on the iPad so confined

So we have a 9.7 inch screen but when we double tap the homebutton we get six icons at the bottom?

Why not something that takes advantage of the larger screen and uses screenshots instead of static useless icons?

iOS 6? Maybe? What do you guys think.
