Best android phone for rom-ing on Verizon?

Hey guys, I've been doing my research, but haven't come up with anything conclusive yet.

Just wondering what the best phone on verizon is for Rom-ing - I like the galaxy nexus a lot, but the camera has me a bit worried, and I do not really want a device that large. (4.3) max size.

I'm coming from Sprint on a Nexus S, but I want a decent dual core phone to push me through a bit.

I checked out the Razr/Maxx, but they feel much larger then 4.3, as opposed to say the photon (Sprint) which doesn't feel that big in the hands.

I mostly just want stock ICS, or close to it.

So, reccomendations guys?
