So, I managed to windows phoneify my Windows 8...
It's the High Contrast accessibility mode. It does kinda ruin the desktop mode, but I think it could be a good metro-style overall look for the OS. Certainly and improvement on the overly-bright colours of the core start screen, in my opinion.
