RIM's $10000 promise, how does it work?

So, RIM's promised $10K in the first year to "quality" apps. Have they defined that yet? I'm a developer, and I'm trying to determine if this summer I'll be learning to program for BB10. I expect I'll make a good enough app. I'm not going to make some amazing app, but an app that works, that looks good, and performs a function people need (such as a Social Networking client, Instapaper Client, Google Reader, something like that.)

It certainly won't be a hello world app, or something that crashes all the time, or anything like that. I feel like that puts me in a weird spot. On the one hand, I feel like I'm the kind of crowd they are trying to attract. I'm not a multi-million dollar corporation that won't notice $10K, I'm not someone looking to develop crap for a quick buck, etc. On the other hand, I'm not one of those few coding prodigies, who do amazing things. I'm sure the grey area I find myself in is not uncommon. Any word on more detailed guidelines would be appreciated.
