Jelly Bean doesn't improve what android desperately needs

As a Droid RAZR owner, I was excited to learn that Motorola would finally have android 4.0 rolled out on Thursday. Almost a week later, I am still on android 2.3. I know that Motorola is in a soak test right now, but having to wait this long for a software upgrade is annoying. I was really hoping that android 4.1 would somehow address the glacial speed OEMs take updating phones. According to Google, 90% of phones are still on 2.3 or lower. For android to have the level of quality and beauty in its app ecosystem demands that Google wakes up and tries to address this issue. Does anybody think Google can continue to maintain android as it is now?
