Nexus 7 screen. Phone or Tablet format?

But I AM curious about the UI of the 7 incher. Did you notice it has a bottom and a top bar getting rid off the unified bar on the older tablets? Does that mean it will show apps in their phone format? Is this the death of apps optimized for tablets?
It would make sense because tablets apps are just not taking off. At the same time I think some phone apps just don't look right when you stretch them to a 7 inch screen. Even if they support HD. What do you think?
