Shutter Speed in Video Mode?

Hello everyone,

I had a quick question I was hoping one of you could help me with. When I am shooting in video mode with my DSLR, I have the ability to adjust the aperture (which is normal) but also the shutter speed. My camera is able to shoot up to 60fps, so shouldn't my shutter speed be limited to only that option? I have been using this shutter speed adjustment to get more/less bright image but I just wanted to learn what is going on. What is the difference between shutter speed and frames per second?
