Why can't PC OEMs still not make laptops with GOOD TRACKPADS??

Compared to Apple's Macbooks, almost every other PC (ultrabook and traditional) that I have tried (in-store or at a friend's place) have had a very unsatisfactory trackpad experience (mostly dismal). Forget about 3 & 4 finger gestures, even 2-finger scrolling works badly. I was wondering why, especially now that gestures and touch are so important, can't PC manufactures not include a decent trackpad in their laptops... Is it because of driver issues (with Windows 7 & 8) or are they hardware related (cheap suppliers)?
