Ubuntu bringing Android to Desktop. Pissing off Carriers?

I just noticed on the Ubuntu for Android website that they really want to get in contact with phone manufacturers and "network operators" aka carriers on this idea.
But, bringing Android to the desktop would kill mobile hotspots since you would be able to browse the web through your Android phone on a bigger screen. What I'm saying is I can already see carriers charging EXTRA for anyone using Ubuntu for Android or re-directing you to their sites to activate mobile hotspot.
