Heart Rate Monitor & Cycle Computer and Android Combo

Firstly - if there was a generic gadget forum maybe this should be there instead. Here's the deal.

I'm looking for a heart rate monitor that will

1. Connect to a cycle computer (which I'm also looking for)
2. Connect to my Android phone (particular Google Tracks - I think that means it has to be Polar or Zephyr)

at the SAME TIME so that

1. The cycle computer tells me to work harder
2. The phone logs how hard I've been working and makes a lovely map of it

Does anyone have any ideas about such a device? Cheaper is better.

If you've a combination of equipment that you've used like that, even better.
