What's up with Brazil's import situation? ($1,800 PS4 and $1,100 GS4)

A few months ago, I read a Verge article on the insane prices of smartphones in the country - with a Galaxy S4 costing upwards of 1,100 USD. Today, I read a piece on Polygon reporting that the PS4 would cost 1,400 more in Brazil than in the US and Canada - that's 1,800 in comparison to the 399 USD for a PS4 in the US.

I'm really curious to hear from anyone who lives in Brazil or just understands the situation and can explain why the Brazilian government has just insane import taxes.
