Why does Google do this? (Google vs Microsoft)

Just one before Windows 8.1 launch i try the new I.E 11, looked stable, every other website loads smoothly and correctly but then i go to Google then i get this old, clunky UI, as if Google detected i'm using IE then deliberately displayed that clunky old interface instead of it's updated one, and the worst part it when i try to search the text loads vertically making it practically unreadable. Just to make it clear and highlight everyone out.

Why does Google do this? And isn't is suspicious how this happens right after the launch of Windows 8.1 cause this didn't happen on Google W8 before i updated, is it their way to stop people from getting locked on I.E and switching to Chrome rightaway? If it is then it definitely works because i installed Chrome straight away.
