Why iOS doesn't support Bluetooth file transfers?

This has always been one of those ridiculous things about the iPhone and iPad that I just don't understand. What logical reason can there be in not allowing a thing as simple as Bluetooth file transfer? All other smartphones can share files to each other via Bluetooth which includes Android, Windows Phone and Blackberry.

Don't tell me who needs this because that isn't the question. And just so you know sometimes Bluetooth file transfer is actually the most efficient solution. A friend of mine takes a pic of me from his iPhone and now I want it on my phone. The only way to do it from iPhone is to upload it to some cloud/email and then share it. This is just so much more inefficient than a simple direct transfer that doesn't require an internet connection.
