Yes, the app selection is not there, but neither is true multi-tasking (in and out, in and out, and rarely back to where you left it), API availability/adoption or some of the key modern smartphone features like advanced voice assisting and a full-featured browser that, even if it doesn't use WebKit, accurately renders mobile websites.
That said, every Windows Phone should have an AMOLED screen, no matter the resolution and the hardware spec was spot-on for its time. A little more RAM and a higher resolution would've been great, but the OS couldn't handle it at the time.
