Is this Windows Blue?

Now, I'll be the first to say that the screen image for the President's Day Dell ad is about the last place I'd expect to see the next version of Windows released, and will be the first to say that this is probably not Windows Blue. It does sit a little oddly with me, however that the screen image not only includes a different looking Windows than what we know, and that it includes some worthwhile aesthetic changes that Microsoft would be very well off making for Windows Blue, like non glossy, Vista-looking icons like we've seen up until now. Here's a picture scanned in from the ad section of the Sunday newspaper that gives you a little clearer look at it (Click on it for larger image):
