Does Google need to become a mobile carrier for Glass to work?

Imagine walking down the street and a giant Verizon logo blocks your vision. Then an ad plays about Verizon's V Cast or something to that effect. Obviously an exaggeration but I highly doubt Verizon or AT&T will allow Google to just do whatever they want with glass. In order to dodge the politics of the carriers that we know Google is very poor at do they need to get their own data network? Maybe buy T-Mobile? Or should they go about it some other way? Is there another way?
