Why is the 1020 coming out now?

Essentially what Nokia just announced is a Lumia 920 with a better camera.
On the software side there is nothing new except a new camera app that works with the new camera sensor.

It's been said at the event, Nokia has nothing besides the camera to compete with the iPhone or Android:

Q: Other than the camera, what features will you have to compete with the iPhone 5 and Galaxy S4?

A: In terms of overall differentiation, the camera and audio are dominant features, but at the same time it's built on WP8 with an engaging live tile experience. The screen technology from the 920, sunlight visibility and high sens touching are here too.

So essentially, nothing else new to compete.

I think Nokia should have waited until Windows Phone 8.1 to launch this as a flagship device for that release and maybe even bring the cost down for it.

Is it the right time for the 1020 or would it been better if Nokia waited until WP8.1?
