Is Google punishing Windows Phone users?

I totally understand if Google in their infinite wisdom thinks Windows Phone or any other platform for that matter isn't worth their time to make dedicated apps for. However, it makes absolutely no sense why they will go the extra mile to give user phone user bad experiences.

When you open up Gmail on Windows Phone this is what you'll get.

Frustrated by this experienced, I installed a User Agent Switcher app . To my astonishment, the web app version of Google search, Gmail and other Google services on windows phone worked and looked just like the iOS and android versions. Clearly the performance of Gmail and other Google services on Windows Phone has nothing to do with the fact that it's not running a webkit browser. Why is Google doing this?
