I don't really get why everyone complains about Android scrolling

I scroll on a modern Android device, say a HTC One, it seems to follow my finger pretty well, pretty high framerate, yes I can see a few skipped frames but nothing drastic. I scroll on an Apple device which supposedly has better scrolling (Mini in this case), it seems to follow my finger pretty well, pretty high framerate, yes I can see a few skipped frames but nothing drastic. I don't get it. There's a difference in how they scroll with Android being more flickable while iOS likes to stay close to where you were, but they both seem equally smooth.

Even going back to a now ancient device like my Nexus S, on Android 4.2 when it's performing well (apart from odd performance inconsistencies) the scrolling still seems fine.

So, what am I missing?
