What is the purpose of the Nokia X Android phones?!

So, Nokia just announced the Nokia X smartphones running on a "forked" version of Android. They took the AOSP binaries and upon it built a platform for a Nokia/Microsoft experience and cloud services. The Google Play respiratory is not supported in these phones.

What is it that Windows Phone 8 OS can't do and this forked Android can? I've never used a WP8 phone, but I heard it's very lightweight on low-spec hardware.

Also, in this official video of Nokia showcasing the Nokia X family, you can see the Aptoide market app installed on the phone.

AFAIK, Aptoide distributes "cracked" versions of paid Android apps.
