I’ll assume that those commenters calling this Larry Page’s Rapture or assuming Google needs a country to volunteer, have no idea what Burning Man is.
What I understand him to be saying is, that he wants to build a large temporary city/state. One that only exists for a predetermined amount of time. In this city they would conduct said experiments on more of an intranet as opposed to the wider internet.
