I agree the omission of Hangouts is rather perplexing, but I wouldn’t be surprised if it was due to an Apple development rule or something they just couldn’t implement in the current state of the API. Google can do whatever they want programmatically with Android more so than iOS so that’s something to take into account. Another is that they have a vested interest in making their OS the superior platform of choice for Google+. It’s not like you got a gimped version as the iOS version is almost on par with the Android version and significantly better than the vaporware WP version.
