Actually, grants and easier access to student loans are the biggest drivers of increasing tuition.
They can charge more because they know the students can “afford” it.

It’s relatively easy to swat someone, since law enforcement takes any chance to send in SWAT (lucritive federal funds). And since there barely ever repercussions for mistakes on the officers part, there is no reason to proceed with caution or skepticism.
