I assume internals will be different, so Google could make Qualcomm, Nvdia, TI, Samsung and Intel each a device. These chip makers play an important role in updating process, getting them all on board will very help for timely update of non-Nexus devices.

I don’t think the priority point make sense. In a cooperation like Samsung, the processor department works independently. They set power and price budget themselves and then try to bring what they can. They won’t even care GSIII, they only think of Tegra 3 and Snapdragon S4.
