This has nothing to do with Msft. This is Nokia going out there and putting in the work. This whole time HTC, Samsung, Dell, LG, whoever, could have gone out there and done the hard work early to increase the chance of success later. If HTC wants to put together or pay someone to build an Android app then it could and likely would be purely exclusive to their handset (i.e. Beats Audio is just an app and exclusive to HTC)
