There are different rules for people that live in rural areas though since the government understands that you need multiple children to work on the farms.
Urban people are the people generally subject to the one child policy and the fine is based on income.
I wouldn’t say the Nexus 4 is a “lower-end phone”. And since it runs stock, you dont need to worry about weird stuff that the carriers or manufacturer put on.
