No.
One is moral because it has a defined benefit to society and reduces the dependence on less efficient government programs.
The other is immoral because it’s benefit is not shared by society and serves only to further enrich the individual or company.
Perhaps the government should stop trying to influence society through the tax code and eliminate deductions all together. At least it would be more likely that the effective tax rates would remain progressive.

The Irish subsidiary owns the IP rights and collects that portion of the profits for devices sold all over the world…. not just in Ireland.

I should also point out that the 401k deduction was originally created as a tax shelter for the wealthy as well.
Only later was it used as a way to replace pensions.

That example allows middle class citizens to deduct a few thousand for the purpose of building retirement savings in order to be less of a burden of the social welfare system in their old age.
What Apple and other Multinationals do allows them to shelter Billions for the purpose of…..
