The only real advantage companies get is that it’s harder for these employees to switch jobs, so even if you have to pay them the same, they’re more willing to do things others won’t do
This is not how it works in the job market Zuckerberg cares about. When you want to get a work visa approved, you have to show you couldn’t find American’s for the role and post the proposed salary. When my company hired people like that, I would know if they got paid a lot less than I did. That was not the case.
This isn’t about reducing costs, the only cheap labor jobs are the ones occupied by illegal immigrants that citizens feel are beneath them anyway, this is about the lack of workers in the software industry, which also for some reasons Americans aren’t that interested in.
My biggest issue with this lobby group would be if it’s more about immigration than education, There are plenty of ways to get more kids into these professions, some of the names in this group are also working with code.org, but that won’t be enough.

Are you seriously suggesting buying the phone unlocked for the full price and still using it on AT&T? It’s one thing to pay their expensive monthly bill when it includes the phone subsidies but in this case, you’ll still pay that cost when you didn’t get a phone from them.
LTE might be important for you, but that’s a lot of money for speed you will rarely use. If you buy an unlocked phone go with an MVNO or T-Mobile, which is rolling out it’s LTE and does’t include the cost of a subsidized phone in your monthly plan
