The Commerce Clause (Article I, Section 8), apparently. Ever since the New Deal era it’s been used as an excuse for broad expansions of Federal powers.
If there ever was much doubt that Washington is owned lock, stock, and barrel by lobbyists, consider who paid for this and who benefits (WalMart, BestBuy). Just like the NRA and the weapons manufacturers helped to kill mandatory background checks for firearms purchases.
