I doubt any new OS can reverse the decline in PC sales. The average user doesn’t need to update hardware as often as they used too. In addition people are getting much of there PC fix from other devices such as smartphones, tablets, and/or consoles. If people are really impressed by a new OS but don’t think they need new hardware then they can just by the OS itself.
