You seem to have a problem being objective. Whether or not Al Nusra is the principal instigator or actor in the rebellion is irrelevant to whether the Assad regime used chemical weapons in violation of human rights and international law. It makes no difference who the target is or was, it only matters that he did it. So do you want to get to the bottom of it, or do you want England and France (and the US) to go f’ themselves just because of who they are?
And hey, maybe you’re right and it will be pretty hard, anyway. We should probably just let him escalate and use those weapons with ever increasing impunity. It’s reason enough that it would be hard to do something about it, right?

NATO does not need the permission of the UN or any acquiescence of Russia. NATO was specifically set up as a separate treaty organization opposed to Russian (Soviet) influence in, and threats to, Europe. NATO often predicates action on UN resolutions at the behest of NATO participants (see, e.g., Afghanistan), but that is merely a means of placating those participants (e.g. France and England). It is not required for NATO action.
