We can’t put all the blame on Samsung, my (International) Galaxy S II was one of the first phones of any brand to get an Ice Cream Sandwich update.

With a bluetooth keyboard/mouse, and a good size SD card you could go for something like an ExoPC Tablet for less than $400.
You’ll get to test your Win8 apps on an actual tablet, but it’s only an atom processor so you’re not going to be getting a ton of performance out of it.
