It’s a rather complicated issue. I worked for a telco in rural IA that made proper investments concerning infrastructure. Then, 2 years after our overbuild, a competing ISP had it all paid for via taxes. It’s not that I disagree with you per say, but it’s a very complicated and frustrating process for a telco decide the what and when.
