You could always just build an orbital elevator on the moon, Less mass means less gravity and energy needed to escape the moon, It would be smaller because the orbits would be smaller, and with no atmosphere there is less drag on bringing things up/down

Why use Ice when you could use the metal mined from the asteroid to build a metal plating for containing the air. It would have the upside of being much more safer in the long run because the ice wouldn’t be prone to melting, especially if the inside has people living in it.
